ÚRSO strengthens the regulatory framework for energy-intensive businesses
On August 22, 2025, representatives of the ÚRSO participated in a working meeting at the Ministry of Economy of the Slovak Republic with representatives of the Association of Employers' Unions and Associations.
Commitment to a non-discriminatory and balanced approach
The subject of the discussion was the comments of the AZZZ on the draft amendment to Act No. 251/2012 Coll. on Energy, aimed at clarifying the rules for energy-intensive enterprises.
At the meeting, the ÚRSO confirmed its commitment to a non-discriminatory and balanced approach that will support the stability of production in strategic sectors.
The Office recalls that the price of electricity for Slovak industry is significantly affected by additional fees that are bundled with the commodity component.
The ÚRSO emphasizes that, unlike households, it does not directly regulate the price of electricity for industrial consumers. The price of electricity for industrial consumers thus consists of the unregulated commodity part, which enterprises secure individually on the market, and the regulated fees set by the ÚRSO.
Chairman of the Slovak Energy Regulatory Authority Jozef Holjenčík: "The problems with fees that are "packaged" into the commodity price are also due to the uncoordinated development of renewable energy sources by the EU. I constantly emphasize that the Slovak Energy Regulatory Authority supports the development of RES to the maximum extent for the benefit of the Slovak Republic. And the path of common sense is for green energy to be produced in the place where it is consumed!"
Agreement on further legislative steps
Discussion with representatives of the Association of Employers' Unions and Associations led to an agreement on further legislative steps, which should be aimed at specifying the primary legislation in the area of assigning individual tariff rates for energy-intensive industries, as well as at adjusting the method of determining the amount and allocating reserved capacity for such enterprises.
The ÚRSO emphasized the importance of a clear division of competences between primary and secondary legislation, especially in the context of market fluctuations.
Consultations will continue in mid-September with the aim of ensuring the effectiveness of the legislative changes from 01. 01. 2026.
